Meet Ralphie: a deaf, 12 years young Jack Russell mix adopted from HRA in November 2019. He’s a dude about town on a mission to sniff out everything Adams Morgan offers and greet every dog in D.C. Ralphie will do anything for treats, but he won’t do that. Like Meatloaf, he won’t specify what “that” is.
