Phoebe was isolated in a small bathroom as her humans worked out the logistics of a long divorce. Once she was surrendered, Phoebe was quickly adopted. Neglect made her somewhat needy and starving for reassurance. Phoebe is a Rat Terrier love-bug thriving on attention and smothering everyone with kisses...constantly.
